Insert image in the background.

I'd like to import an image that I could use in the background in order to "trace" the drawing in Eyeshot.
We get either pdf or jpeg house drawings and we'd like to bring those in and use lines in the Design or Draw control.
Ideally I'd like to be able to be able to scale the image up or down so I will match the exact length of the lines as I need them to be.
For instance, if the image is of the front of a house, I'd like to have the image be in the background and then draw each line for the the house and it's windows and doors.
