User specified Position of ToolBar.(regarding to Request #24991)

I tried to create specific toolbar like as DropDown Menu control. But position of toolbar is predefined by positionType Enumeration.

A toolbar button that has its own sub/flyout toolbar. (Request #23233). Possibly the main toolbar button image changes to the button image selected in the sub/flyout toolbar
